ITUによる呼出符号の規定(Radio Regulations)

『無線通信規則』(RR: Radio Regulations)のうち,コールサインの組み立て方に関する記述の中で,唯一,記念局についての言及が見られます("On special occasions, for temporary use").
ですので,ここではその部分を中心に紹介します.
以下,緑字はコメント.下線は前後の関係で注目すべき変更点です.

ところでRRでのお約束は...
・字 = character = アルファベットでも数字でもOK
・文字 = letter = アルファベット
・数字 = digit = 数字
――である点をお忘れなく読み進めてください.

2007 Geneva — World Radiocommunication Conference (WRC-07)

WRC-07では条文第19.68.1号を追加し,「ハーフシリーズ」の加盟国におけるアマチュア局のコールサインの組み立て方の矛盾点を解消しました.
従来,規定上は組み立て方が「2字+1数字+最大限3文字」とされていましたが,やむなく「3DA0」(3字+1数字)とならざるを得ない国(スワジランド)が存在していました.
WRC-07では,この「3DA0」の形も認めるようにしました:

ちょっと余談です.
イギリスの持つ「2」の1字の国籍識別はどうなるのでしょう?
...条文第19.50号により,プロアマを問わず,コールサインの「最初の2字」は,つぎのいずれかの形であるように決められています:
(1) 2文字, (2) 1文字+1数字, (3)1数字+1文字.
ですので,「2」で始まるコールサインの場合は(3)に該当し,続く2字目に必ずアルファベットを伴わなければならないのです(例:2E0AAA).つまり,「2」で始まるイギリスのプリフィックスは,「G」や「M」の場合とは異なり,必ず「2字+1数字」――「2」+1文字+1数字――の3字の形となります.

話を戻すと,現在「ハーフシリーズ」となっているのは,「SS」列と「3D」列で,次の二組四ヶ国です:
SSA-SSM (エジプトSU)と
SSN-STZ (スーダンST),

3DA-3DM (スワジランド3D6→3DA0)と
3DN-3DZ (フィジー3D2).

今後は,「3DA0」の形も(やむない)違反でなく,正規のものとなります.
ただしこの場合,サフィックスは3字までに制限されます(日本を含め,他の国は4字まで).

The first two characters shall be two letters or a letter followed by a digit or a digit followed by a letter. The first two characters or in certain cases the first character of a call sign constitute the nationality identification.

2003 Geneva — World Radiocommunication Conference (WRC-03)

WRC-03では以下を採択.2003年7月5日施行:
  • プリフィクスで,アマチュア無線では従来禁じられていた「数字+O」「数字+I」の形の容認.
    (例として,割り当て「7O」のイエメンの救済.)
  • 「2」の1字のみで国籍識別が可能なことの明示(イギリス).
  • アマチュア局のサフィックスの最大4字化.記念局以外の一般局も含む.数字も可.ただし最後はアルファベットのこと.
  • 記念局のサフィックスについては,さらに柔軟化.字数規定なし.ただし最後はアルファベットのこと.
    ※日本は独自に5字で歯止め.
     そもそもコールサインの本質は“わかりやすく”無線局を識別すること.
     むげに伸ばせばいいというものでもない――とのこと(総務省).

The World Administrative Radio Conference for the Mobile Services (MOB-87)において, 「U」の1文字規定を追加.

なお「Half Series」の一つ目の対象であるSSA〜SSM(エジプト),SSN〜STZ(スーダン)は,すでに1959年版から登場している.

420 §5.     Call signs in the international series are formed as stated below. It is understood, however, that in accordance with the table in 419, the first letter in certain series is replaced by a digit:


       
427     (g) One or two letters and a single digit (other than 0 or 1), followed by a group of not more than three letters in the case of amateur and experimental stations. The prohibition of the use of the digits 0 and 1, however, does not apply to amateur stations.


       
438 §8. (1) The 26 letters of the alphabet and figures in the cases indicated in §§5 and 6, may be used to form call signs. Accented letters are excluded.
439   (2) However, the following combinations may not be used as call signs:
440     a) combinations which might be confused with distress signals or with other signals of the same nature;
441     b) combinations reserved for the abbreviations to be used in the radiocommunication services (appendix 9).
442     c) for amateur stations, combinations commencing with a digit when the second character is one of the letters O or I.
443   (3)   In the case of four-letter combinations commencing with the letter A which are used for the geographical portion of the International Code of Signals, their use as call signs must be restricted to cases in which no risk of confusion is likely to arise.
444   (4)   The distinguishing signals allotted to ships for visual and aural signalling must, in general, agree with the call signs of ship stations.

1938 Cairo Conference

  • 第299項で「private experimental stations」と「amateur stations」との表記順が逆転.
  • 第310項で「(Appendix 11)」が追記.
  • 余談.このとき,日本は「J」に加えて,つぎのプリフィックスを割り当てられている:
    EK,EM-EO,ER,EU-EY,HG,HL-HM.しめて13ブロック(2文字目までを1ブロックと数えて).
    いまの7J-7N, 8J-8Nが合わせて10ブロック分なので,それよりも多かった.
    さらに「J」が「JA-JS」に減じられている点も加味すると,
    いま(1959年版):19+10=22ブロック, 当時(1938年版):36+13=49ブロック.

  • Interantional Code of Signalsにおいて,おもに信号旗で,4文字「ABCD」〜「BFAU」で地名を表す規定がある(例:「AEYZ」はグラスゴーを表す).
    それとの混同を防ぐ意味で,プリフィクス「A」,「B」は割り当てされていない.
  • 航空機局で二字目に「W」が禁じられているのは,条約締結外の国へ輸出する航空機の暫定的な呼出符号について「一字目:製造国 + 二字目:W」という規定があるため.
  • 日本はこのとき「J」の全部を割り当てられている.
    草案では「JA〜JM」まだった.
Article 1. Definitions.
 
In the present Regulations, in completion of the definitions stated in Article 1 of the Convention:

the term "private experimental station" means —
  (1) a private station intended for experiments with a view to the development of radioelectric practice or service;
