JARL's Criteria

The JARL defines the following two classes for special event stations according to inportance of the event. There is a difference in the expenses chargeable on the JARL.

Special Station (Tokubetsu Kyoku, the lower class)
An event,
- (1) which must be hosted, sponsored or assented by a local authority or a public entity, and which must have a public nature as its main purpose or content, or
- (2) which must be equated to (1) and especially considered by the board.
Specially Commemorative Station (Tokubetsu Kinen Kyoku, the higher class)
International or national event, for example,
- which is held by an organization of ITU,
- which is held by a specialized agency of United Nations,
- which is related to Convention on International Exposition,
- which is concerned by Organizing Committee of Olympic Games or Asian Games Committee,
- which is hosted or co-hosted by the nation (administration) or
- which is equated to these above and especially considered by the board.

Administration's Criteria

Amateur station operated for temporary use and ad hoc purpose, on an occasion, etc.

- The nation, a local authority or a public entity should be concerned in the event, etc., as the host, a sponsor or an assent.
- The intent and the content of the event should be not political or religious, but highly public.
- Operating its amateur station should enlarge the significance of the event; and should contribute the acceleration of understanding amateur radio, and the sound popularization and development of amateur radio.
- The applicant should be (1) the JARL or (2) an organization having a purpose to soundly popularize and develop the amateur service, and having close relation to the event
- It must be confirmed that the host of the event understand operating the amateur station by the applicant to commemorate the event and enlarge the significance of the event.
- The operating period should be pertinent according to the opening period of the event.
- In the case of establishing the amateur station in the venue of the event, the agreement by the host of the event must be confirmed, and as appropriate, that fact must be confirmed in a documentary proof.

Temporarily established amateur station, to communicate with an amateur station established on an international space station
Section 21, No. 15 Amateur Station, Exhibit 1, Radio Law Related Screening Criteria (Dempa-ho Kankei Shinsa Kijun)
- It must be on the following conditions:
  - a The applicant should be an association that attempts the communication for the purpose of (1) accelaration of understanding and interest in science technology and (2) conducive to education.
  - i An organization endorsed by NASA should agree to assign the preappointment of date, time, etc., to communicate with an amateur station established on an international space station.
  - u Board of Education; or prefectural governor, city mayor/town mayor/village headman or another similar person to them, should host by themselves/himself/herself, support or recommend to communicate with an amateur station established on an international space station as a conducive event to education.
  - e Observing radio operators should be comfirmed.
  - o The establised period should be pertinent according to the contens of the agreement of i.
- It must attach a supporting document that confirms the following items to its application form:
  - a A document proving that an organization endorsed by NASA agrees to assign the preappointment of date, time, etc., to communicate with an amateur station established on an international space station.
  - i A document proving that Board of Education; or prefectural governor, city mayor/town mayor/village headman or another similar person to them, hosts by themselves/himself/herself, supports or recommends to communicate with an amateur station established on an international space station as a conducive event to education.
  - u A document describing the observing radio operators' names and their radio operator license numbers.

Section III — Formation of call signs, ARTICLE 19 Identification of Stations

19.67			Amateur and experimental stations
19.68	§30.	1)		—	one character (~~see No. 19.50.1~~provided that it is the letter B, F, G, I, K, M, N, R or W) and a single digit (other than 0 or 1), followed by a group of not more than ~~three letters~~four characters, the last of which shall be a letter, or
				—	two characters and a single digit (other than 0 or 1), followed by a group of not more than ~~three letters~~four characters, the last of which shall be a letter.
19.68A		1A)		On special occasions, for temporary use, administrations may authorize use of call signs with more than the four characters referred to in No. 19.68.
19.69		2)		However, the prohibition of the use of the digits 0 and 1 does not apply to amateur stations.
